Harbor Distributing, LLC Settles For $24,000
In February 2025, the California Air Resources Board (CARB) reached a settlement with Harbor Distributing, LLC (Harbor Distributing), with its principal business location in Huntington Beach, California, for the company’s violation of CARB’s regulation, Management of High-Global Warming Potential Refrigerants for Stationary Sources (Refrigerant Management Program or RMP Regulation), as codified in California Code of Regulations, title 17, section 95380 et seq.
An investigation conducted by CARB Enforcement staff showed that Harbor Distributing failed to: (1) Pay annual implementation fees on time; (2) Conduct leak detection and monitoring once every three months; and (3) Submit annual reports on time, as required by the RMP Regulation.
The settlement amount of $24,000 in civil penalty represents a per-unit penalty of approximately $2,000 for each failure of the company to pay the annual implementation fee on time, submit the annual report on time, and for each outstanding leak inspection and monitoring record. The full settlement amount will be deposited into CARB’s Air Pollution Control Fund, which funds projects and research to improve California’s air quality. Terms of the settlement also include a requirement for Harbor Distributing to comply with all other CARB regulations going forward.
Harbor Distributing worked cooperatively with CARB staff to quickly resolve this matter. Further, they have no prior compliance issues and implemented additional measures to reduce the potential of any future violations.
