On February 8, 2000, during a routine inspection, undated samples of 2-Shot Spray Mousse were obtained in Novato, California. Although the product was labeled a "mousse," staff determined that the product met the definition of a "Hairspray" and was therefore subject to the 55 percent of the Volatile Organic Compound content limit. Lab analysis revealed an alleged violation of that limi, and a Report of Violation was issued to Gar Labs, the manufacturer of the product. This case was forwarded to Legal and a settlement was reached in the amount of $1,500 on April 8, 2002.
