commitment to advancing actionable, data-driven environmental justice.

In order to deliver real protection for overburdened environmental justice communities that are surrounded by dense industrial and freight corridors, im asking CARB to include and or consider the following directives into the final "Roadmap"
Creat a Mandatory Automated Inspection Triggers: monitoring without any kind of direct ongoing consequences will fail to protect the public's health.
The Roadmap needs to express bregulatory protocols where validated emission spikes are detected by fence-line, community, or state sensor networks automatically trigger rapid-response agency inspections.
Impliment Real-Time Continuous Detection & Predictive Enforcement: upgrading toxic inventories requires transitioning from delayed, retrospective reporting to continuous emission detection systems (that include optical sensing and automated chemical fingerprinting). CARB should integrate predictive data models to identify facility operational drift and prevent acute releases before incident of catastrophic exposures occur.
Create a Multi-Source Cumulative Impact Evaluation: A -facility health risk assessment don't reflect the lived reality of front-line residents. All Airborne Toxic Control Measures (ATCMs) and AB 2588 "Hot Spots" evaluations must mandate the cumulative risk frameworks that put together a multi-pollutant, multi-facility burdens, that include the neurotoxic exposure risks.
And last but not not least forming a Enforcement & Data Transparency Ad Hoc Working Group: To up lift and maintain accountability as is being created, CARB should also formalize Ad Hoc Working Group should include community steering committee members, technical experts, and enforcement specialists who would oversee the data protocols, monitor the inspections response times, and verify enforcement efforts.
Public Data Access: Community monitoring information must be made easily accessible through a standerred open data feed and public digital dashboards, that would take away the tech barriers and months and months of publication delays.

Thank you for your leadership and commitment to advancing actionable, data-driven environmental justice.
