Cap-and-Trade Program

I urge you to make the following changes in the Cap-and-Trade Program:

1-     Incentivize the lowest emitting method of production of oil and gas and NOT thermal enhanced oil recovery (EOR). Include health impacts in the analysis. Use the revenues from charging the full value of allowances to invest in other important programs.

2-     Remove all free allowances from the oil and gas sectors

3-     Stop allowing IOUs to give the Cap and Trade revenue as a customer rebate and use it to finance visible, upfront incentives for low-income ratepayers for the purchase of high efficiency heat pumps and other energy efficient purchases, including no interest loans to upgrade electric panels. The current rebates are not incentivizing ratepayers to invest in purchases that reduce emissions.

4-     Invest in local utility scale renewable energy and storage on the distribution grid to improve local resiliency, reduce threats of wildfire shutoffs, and reduce damage and the release of CO2 by disturbing desert crusts when building large scale solar projects in the desert.
