Proposed Cap and Trade Changes

I am in the sector for fuel transportation suppliers.  I attended the seminar on the proposed changes for the cap and trade program.  The price of CCAs immediately shot up in the market, as reaction to the proposed changes.  This increase is CCA prices will be passed on to consumers purchasing transportation fuels in California.  That would be all consumers buying gasoline or diesel.  The cost of gasoline has to now include nearly forty cents per gallons for the GHG program.  Those who economically disadvantaged will have to pay this; adoption of electric vehicles or other means of transportation have been far slower than the increase in the cost of combustion engine fuels.  Alternative fuels are not readily accessible; the general public has no idea how much they are paying for combustion fuels due to the cap and trade and LCFS programs.  If they don't know about it - they are not going to change their behavior.  So it seems the state is on a trajectory to just keep increasing costs without the infrastructure and ability on the other side reducing the dependency on traditional fuels.  It just doesn't make sense.
