Response to Clean Off-Road Fleet Recognition RFI

Port of Los Angeles response to Clean Off-Road Fleet Recognition RFI.

Q1. Not Applicable

Q2. Information should include:
• Company information
- Home base
- Air District or zip code regularly operating in
- Size of company (operating revenue, # of employees, etc…)
• Equipment type
• Model Year
• Engine Year (if applicable)
• HP
• Fuel type
• Fuel usage/hours of operation

Q3. Recordkeeping information should include:
• Fuel records
• Purchase orders
• Annual fleet inventory

Q4. Spot inspection or audit of records

Q5. Yes. It would be a good way to objectively determine the emissions benefits for project partners. Establishes steps towards achieving full zero-emissions that could be used as mitigation measures.

Q6. Yes, but early adopters should be rewarded. Eventually full zero-emission fleet should be “gold certification.”

Q7. Bonus recognition or points for installing publically accessible charging/fueling infrastructure.

Q8. Although a recognition program would be helpful to encourage the adoption of zero-emission technologies, this should not be a replacement for incentive funding program. This program should be completely separate from CORE funding program. Companies participating in the recognition program should not be hindered or helped by the program when applying for incentive funding (CORE, Carl Moyer, etc…). For example a company that received funding should be able to get certification without discounting equipment they received funding from their fleet calculation.
