The California Air Resources Board (CARB or Board) invites you to drive forward and participate in a hybrid workshop to discuss the next phase of incentive policies to support clean transportation. Attend the workshop to learn about CARB’s Drive Forward initiative.

Background

Throughout 2025, multiple federal actions have challenged California’s environmental policies and commitment to clean air. Recent illegal and unconstitutional actions taken by the current federal administration have led to a critical shortfall in emission reductions and directly target CARB’s regulatory authority to protect public health. At the same time, cuts in zero-emission funding and non-monetary incentives, especially the recent expiration of the federal tax credits and high occupancy vehicle (HOV) lane access, have raised serious concerns about affordability and access. On June 12, 2025, the Governor signed Executive Order N-27-25, which directs CARB and other State agencies to develop a report that outlines recommendations aimed at making clean transportation more affordable, reliable, and accessible. CARB, in collaboration with other State agencies, launched the ZEV Forward initiative to solicit feedback from the public on recommendations aimed at continuing the state’s ZEV momentum. As a result of this public process, several recommendations were included in the report, and continued funding for incentives rose to the top as a core recommendation.

This fall, CARB will reevaluate priorities and is launching the next phase of its work on potential regulatory actions and incentives programs in response to the collapse of federal action and the findings from the ZEV Forward report. This is especially necessary as we enter the next Legislative cycle. Known as Drive Forward, this CARB initiative is aimed at continuing the State’s commitment to meet federally mandated air quality targets, fulfill state goals, and protect public health by investing in the cleanest available technologies. Sustainable funding will also continue to deliver secondary benefits to California by supporting the green economy in California and preserving its leadership as one of the top US states for ZEV manufacturing jobs and production.

Important Note on Language Interpretation

Due to budget constraints, we are updating our process for providing language interpretation services (e.g., Spanish, American Sign Language, etc.) at public meetings. In accordance with the Dymally-Alatorre Bilingual Services Act (Government Code 7290-7299.8), language interpretation will be provided when at least 5% of anticipated attendees request such services. Registered participants may request services on behalf of others in advance to ensure their needs are being met. You, or someone on your behalf, must request language interpretation services from us at least 10 calendar days before the meeting date.
