Invitation to Work with CARB to Develop a Community Engagement Model
The California Air Resources Board (CARB) invites you to join a community meeting to understand CARB’s current effort to develop tools, guidance, and a training curriculum to assess racial equity and improve our community engagement efforts. We want to work towards achieving more equitable outcomes throughout the State and understand that relationships with communities is an essential part of this work. CARB is committed to advancing racial equity, addressing environmental justice, and building equitable community engagement into all of our programs and regulations to foster trust, build strong relationships with communities, and better protect the health of all Californians.
The draft Plan, Implement, and Close Race and Equity Focused Community Engagement Model (PIC Model) is a guidance document that will be designed in collaboration with communities to give CARB staff the knowledge, tools, and confidence needed to develop and implement a robust community engagement plan. CARB staff will use this in all their work including projects, policies, programs, and regulations, so it is critical we work with communities to shape this document to reflect community expertise and experience.
Please join us to learn more about the draft PIC Model and how you can get involved. The meeting is open to the public, and we encourage all those interested to participate. The meeting will take place online via Zoom with additional meeting information below and on the attached flyer.

Background
As CARB develops our racial equity assessment, community engagement tools and associated training curriculum, we value the expertise of community experts to help shape and inform our work. This meeting will provide an opportunity for community members to discuss the draft tools and how they can co-develop the PIC Model through additional public meetings or by applying to be a “Community Expert” who will be contracted for their expertise throughout the process.
Meeting Details
This meeting will include a presentation covering the above topics. At the conclusion of each topic, there will be an opportunity to ask questions and provide input. CARB staff will allocate time after the presentation to respond to additional questions and to solicit feedback.
If you require special accommodation or need this document in an alternate format (e.g., Braille, large print) or another language, please email communityengagement@arb.ca.gov or call (279) 208-7716 as soon as possible, but no later than 5 business days before the meeting.
