CARB is the governmental agency delegated the authority and responsibility for collecting ambient air quality data as directed by the Clean Air Act. The primary goal of the Quality Assurance program is to ensure that CARB's decisions are supported by data of known and documented quality. CARB is required by federal regulations to provide quality assurance oversight to local air monitoring organizations within CARB's Primary Quality Assurance Organization (PQAO) to ensure that consistent procedures are followed to produce data of similar quality. The U.S. Environmental Protection Agency designated CARB as one of the seven PQAOs responsible for air monitoring in California.
