The Innovative Clean Transit (ICT) regulation requires all California transit agencies, regardless of size, to submit and update their agency and bus fleet information annually (title 13, California Code of Regulations, section 2023.8). California Air Resources Board staff created the Innovative Clean Transit Reporting Tool (ICTRT) in 2021 and updated it in 2022 for more modules and functions. The 2020 reporting cycle was primarily focused on confirming the fleet size and establishing the vehicle inventory based on fleet information on December 31st of 2017 and 2020. The 2021 reporting cycle encompassed more functions and options. The reporting requirements for the 2022 reporting cycle are identical to the 2021 reporting cycle. The future reporting cycles will have more functions as more ICT requirements are phased in over time. The Innovative Clean Transit Reporting Tool Guidance Document describes the functions and relationships of modules and explains how each module should be used.
Each reporting should capture the transit agency's fleet information on December 31st of the reporting cycle.

ICT Reporting Requirements
- Transit agencies that own, operate, lease, rent, or contract with other entities to operate buses in California are subject to the ICT regulation and its reporting requirements.
- All passenger transporting vehicles with rubber tires that have a gross vehicle weight rating (GVWR) greater than 14,000 pounds are subject to the reporting requirements.
