The Community Air Protection Program (CAP Program) offers several ways for communities to improve air quality in collaboration with air districts, CARB and other partners. From community air monitoring plans (CAMPs) that can help communities identify sources of concerns, community emission reduction programs (CERPs), and new pathways established through Blueprint 2.0 to engage with communities that have been consistently nominated to the program but not selected.
Communities in Program
Community representatives and/or the local air district nominate communities for the CAP Program and CARB must consider nominations for selection annually. To date, 19 communities, across six districts, have been selected for the CAP Program. The 19 selected communities are home to about four million people and make up almost 25% of the State’s priority populations.
Consistently Nominated Communities
Blueprint 2.0, approved in October 2023, includes a focus on the 64 Consistently Nominated Communities that, due to limited resources, have not been selected for the program. Blueprint 2.0 identifies three new pathways to support these communities: community-focused enforcement, increased flexibility for air districts for the use of incentives, and the use of Community Air Grants to support recipients in developing their own Local Community Emission Reduction Plans.
