Background
During the first Outreach & Education Workgroup meeting, CARB staff talked about how the ZEV Equity Task Force was formed in response to the Advanced Clean Cars II Resolution 22-12 and reminded everyone about the Task Force's main goal, which is to “expand low-income and disadvantaged communities’ access to ZEVs and zero-emission mobility.” They also discussed the Guiding Principles and reminded the workgroup to center equity in all we do. Review Proposed Projects and Discussion
The group walked through the different projects. They are:
1. Create consistent resources and training for incentive program administrators - there was a desire to have online training and resources for the incentive program administrators so that they are all talking the same language, using the same messaging, and having the same level of understanding of ZEVs, ZEV infrastructure and all the different federal, state and local incentives available to consumers and how the can or cannot stack.
2. Consolidate backend data for consumer ZEV websites - we know there are many different ZEV/EV related websites. There was a discussion about the importance of having consistent back-end incentives data that the different web sites could use rather than trying to consolidate websites. It was also brought up that this isn’t only a California issue but involves other states and the federal government. Used cars and used car incentives also need to be included in these websites.
3. Scale effective outreach strategies tailored to specific communities - beyond websites and having consistent information, there is a need to get the word out about the incentives, vehicles, and infrastructure to communities in a more effective way. Automakers want to tailor outreach efforts for the different communities and need more partnerships with community-based organizations to do this. As this information is developed and shared there needs to be a continuous feedback loop to make sure the information is meeting the needs of the communities and there needs to be a way to share lessons learned on an ongoing basis.
4. Used car dealer education and outreach - more education is needed for used cars dealers as the number of used ZEVs increases and there may be specific concerns from these buyers that dealers will need to address.
5. EV demos/test drives in underserved communities – test drives are an effective way to show communities that ZEVs are real, can meet their needs and come with a lot of incentives that can make them more affordable. Test drives need to be expanded into communities that haven’t had them yet.
The workgroup discussed the need to prioritize the projects to determine which one/one's will have the biggest impact. CARB staff will need to report progress to the Board in June 2025.
