California Air Resources Board

California's 35 local air districts are responsible for controlling emissions from stationary sources through permits and local rules.  Additionally, new, modified or relocated stationary sources may be subject to best available control technology (BACT) or best available control technology for toxics (T-BACT) requirements to ensure the installation of the cleanest feasible technologies. 

This tool allows users to search, view, and download information related to air district BACT and T-BACT determinations.

Overview

To assist air districts, industry, and the public with determining BACT and T-BACT limits, Assembly Bill 617 (Chapter 136) (Garcia, 2017; AB 617) requires CARB to establish and maintain a statewide Technology Clearinghouse.  Air districts are required to use this clearinghouse when updating their BACT determinations for stationary sources.

At this time, this tool only contains determination data that meets the following criteria:

• Equipment installed within the United States, and
• Verified by a Permit to Operate (PTO) or an Authority to Construct (ATC).

This tool will continuously be updated to include newly verified determinations and to incorporate determinations from additional source categories.

BACT Definitions

The stringency of the controls required by BACT varies across the state based on the region’s attainment status and the requirements outlined by air district BACT policies.  Additional information on the BACT definitions page explains some of the major differences between district BACT programs and clarifies the importance of some of the filters featured in this tool.

The tool consists of four modules.  Use the buttons along the top to select the module of interest.  All modules include various filter and search options.  Hovering over data brings up more information, along with links to available source documents.

• List: A basic list of BACT determinations in the system.
• Limits Table: A more detailed table with additional data including limits.  
• Limits Graph: A graphical interface to view limits data.

Clear Filters Button

The “Clear Filters” button will reset all filters and dates range sliders to include all values.  The button does not clear the “Search” field.

“Search” Field

The search feature returns an exact match from various data fields.  To see the fields included in search, hover over the blue information icon next to the search header.  This field is not reset by the “Clear Filters” button.  To clear the search field click the x at the right of the search term.

Data Download

All data, or a selected subset of data, can be downloaded from the tool.  To download data please use the following steps:

• Clear all filters to download all data, or select the data of interest to download a subset
• Click the header of the table or graph that holds the data you would like to download
• Click the download button at the bottom of the tool
• Select “data”
• Select “download all rows as a text file”
