| Andrew Martinez | Andrew is responsible for CARB’s interagency collaboration on programs related to zero-emission infrastructure development and support. This work aims to ensure success in meeting the Governor’s Executive Order N-79-20 through the creation and implementation of zero-emissions infrastructure for the State of California. Andrew is also responsible for coordinating infrastructure-related activities across CARB and formulating zero-emission infrastructure strategies to support regulatory and incentive programs. |
| Leslie Goodbody | Leslie is a ZE Infrastructure Specialist responsible for intra-agency support to CARB’s regulatory teams and is responsible for leading the quarterly Advanced Clean Fleets Truck Regulation Implementation Group (TRIG) meetings focusing on infrastructure. Leslie is the team’s liaison to CARB’s heavy-duty and off-road incentives program and CEC’s EnergIIZE Program. She is a subject matter expert on charging and hydrogen infrastructure for heavy-duty vehicles and represents CARB in an advisory capacity on numerous projects and committees. |
| Maryam Delavarrafiee | Maryam is responsible for collaborating internally with CARB's regulatory teams and externally with government agencies and industry partners to support the deployment of zero-emission infrastructure. She focuses on fostering collaboration and engagement between utilities and port authorities, organizing regular meetings to explore strategies for addressing challenges in advancing zero-emission infrastructure. Maryam also leads efforts to evaluate emerging technologies, particularly those designed as temporary or mobile infrastructure solutions, expected to support the electrified heavy-duty fleet as bridging solutions |
| Isaac Lino | Isaac is responsible for collaborating with government agencies, stakeholders, and industry partners to address zero-emission infrastructure challenges and opportunities, with a particular focus on strategies for the California-Mexico border region. He also leads efforts to develop a ZEV off-road catalog that prioritizes mobile refueling or charging solutions for off-road equipment and HD vehicles. Isaac’s work ensures alignment with CARB’s regulatory and incentive programs, supporting California’s transition to zero-emission transportation and equipment. | Roman Vasilyev | Roman is a coordinator for the Infrastructure Team and serves as a primary point of contact. Drive Forward Truck Forum: Infrastructure Workgroup
The Drive Forward Truck Forum: Infrastructure Workgroup is a new workgroup created to further the Drive Forward initiative. The Drive Forward initiative supports the development of light-, medium- and heavy-duty vehicle programs, incentive programs, outreach and education, and other supportive programs and policies that enable clean vehicle use.
This workgroup is a partnership with state and local agencies, industry, and utilities to support planning and deployment of zero-emission vehicle (ZEV) fleet infrastructure. Working closely with these partners, CARB helps ensure that electric vehicle charging and hydrogen fueling infrastructure expand at the pace needed to meet California’s ZEV deployment targets, as outlined in Governor Newsom’s Executive Order N-79-20. Through these collaborations, CARB addresses challenges related to infrastructure development and operation while supporting solutions tailored to the needs of California’s fleets and drivers.
The Outreach and Infrastructure Workgroups of the Drive Forward Truck Forums will build on the Truck Regulation Implementation Group (TRIG) meetings, which supported actions to reduce emissions. Key themes and panelists from the Border Communities TRIG Workgroup will be incorporated into this workgroup.
