What projects are eligible for funding for this year's State Reserve Funds Solicitation?
State Reserve, as a subset of the Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program), annually provides funding for cleaner-than-required engines, equipment, and other sources of air pollution that have been determined to be in need. CARB reserves the sole authority to distribute State Reserve funding. Some of the past project types that have been funded with State Reserve funds are school bus replacement projects, log truck replacement via the Truck Improvement/Modernization Benefitting Emission Reduction (TIMBER) Program, off-road projects, and on-road heavy duty vehicles through the Carl Moyer On-Road Voucher Incentive Program (VIP).

How does an air district apply for this year's State Reserve Funds Solicitation?
An air district may apply for State Reserve funds by completing and submitting an application during the open application period. The application can be found at Carl Moyer Program Administrative Forms.
What are the requirements for participation?
The air district must agree and obtain a board minute order or board resolution that states that the air district is able to:
- Receive and expend the applicable fiscal year funds towards the Moyer Program.
- Comply with current Moyer Program Guidelines, mail-outs/advisories, and other written guidance by CARB.
How were the funds allocated?
Allocations may vary each year and depend on the number of participating air districts, among other relevant factors. Administration fees are included in the final grant award in accordance with H&SC, section 44299.1.
How does an air district that that received a State Reserve allocation receive funds after the grant agreement has been executed?
The air district will need to complete the Grant Disbursement Request Form that can be found at Carl Moyer Program Administrative Forms.
