California's 35 local air districts are responsible for controlling emissions from stationary sources by adopting local rules, issuing permits and enforcing local, state, and federal rules. Additionally, new, modified or relocated stationary sources may be subject to best available control technology (BACT) or best available control technology for toxics (T-BACT) requirements to ensure the installation of the cleanest feasible technologies.
This tool allows users to search, view, and download information related to air district BACT and T-BACT guidelines.

Overview
To assist air districts, industry, and the public with determining BACT and T-BACT limits, Assembly Bill 617 (Chapter 136) (Garcia, 2017; AB 617) requires CARB to establish and maintain a statewide Technology Clearinghouse. Air districts are required to use this clearinghouse when updating their BACT determinations for stationary sources.
In addition to meeting statutory requirements through the development of a BACT determination tool, CARB has also created a BACT guideline tool.
This tool allows users to view guideline documents, which contain an overview of emissions limits and associated controls that may be required for a source type.

BACT Definitions
The stringency of the controls required by BACT varies across the state, based on the region’s attainment status and the requirements outlined by air district BACT policies. Additional information is provided on the BACT definitions page, to help explain some of the major differences between district BACT programs.

Filters and Search
Data in the table can be filtered and/or searched to find data of interest. Filters include the ability to select agency or date range. The search feature returns an exact match from the following fields:
- Agency
- CARB ID
- District ID
- Document Title
- Range
Data Download
All data, or a selected subset of data, can be downloaded from the tool. To download data please use the following steps:
- Clear all filters to download all data, or select the data of interest to download a subset
- Click the header of the table or graph that holds the data you would like to download
- Click the download button at the bottom of the tool
- Select “data”
- Select “download all rows as a text file”
