Capital Drum Inc. Case Settles for $10,500.00
In April 2013, Capital Drum Inc. agreed to pay $10,500.00 in penalties for violating air quality regulations: $7,875.00 will go to the California Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality; $2,625.00 will go to Peralta College Foundation to fund emission education classes conducted by participating California community colleges, under the California Council for Diesel Education and Technology (CCDET) program.
An investigation by the Air Resources Board (ARB) showed that Capital Drum Inc. failed to (1) properly self-inspect their diesel trucks to assure the trucks met state smoke emission standards as required by the Periodic Smoke Inspection Program (PSIP), (2) have 60% of their fleet meet the PM BACT Requirements by January 1, 2013 as required by the Statewide Truck and Bus Regulation, (3) report all required information for all vehicles in the fleet for which the owner has elected to utilize the phase-in option under the Statewide Truck and Bus Regulation, and (4) report all off-road equipment as required by the In-Use Off-Road Diesel Vehicle Regulation. To settle the case, Capital Drum Inc. agreed to the $10,500.00 penalty and to comply with the PSIP, the Statewide Truck and Bus Regulation, the In-Use Off-Road Diesel Vehicle Regulation, and other ARB programs.
