Advanced Clean Fleets Truck Regulation Implementation Group Meeting: On February 10 via remote access, CARB will host a public meeting of the Advanced Clean Fleets (ACF) Truck Regulation Implementation Group (TRIG) to discuss infrastructure. CARB adopted the ACF Regulation on April 28, 2023, and it became effective on October 1, 2023. This TRIG meeting will focus on onsite electricity generation and microgrids, and specifically how onsite generation is being used as a bridging solution at charging infrastructure sites while awaiting utility interconnection and energization. CARB staff, along with representatives from Mainspring, Hyliion, South Coast Air Quality Management, and utilities, will provide updates on liner-generator technology and emissions profiles as well as the role this technology plays in transportation electrification and near-term electric-truck deployments. Recordings of recent TRIG meetings are available on the ACF Meetings & Events webpage. The public will have the opportunity to comment and ask questions as time permits.
World Ag Expo, Tulare: On February 11-13 in Tulare, CARB will host an informational booth at the 2025 World Ag Expo. CARB staff will be available to provide information on heavy-duty regulations and incentive programs. The World Ag Expo is the largest annual outdoor agricultural exposition with more than 1,200 exhibitors and 100,000 attendees each year.
Webinar on DOORS Annual Reporting: On February 12 via remote access, CARB will host a public webinar on the DOORS annual reporting process. DOORS is the online tool set up to help owners report vehicle inventories and actions taken to reduce emissions. The regulation for in-use off-road diesel-fueled fleets requires fleet owners to complete annual reporting requirements and submit a Responsible Official Affirmation of Reporting (ROAR) form every year by March 1. Staff will discuss reporting changes and annual hour logs, as well as the submission of the ROAR, both electronically and as a hard copy. More information can be found on the DOORS Resources page.
Assembly Bill 32 Environmental Justice Advisory Committee Meeting: On February 13 in Sacramento and via remote access, CARB will host a public meeting for the Assembly Bill 32 Environmental Justice Advisory Committee (EJAC). The committee is comprised of representatives from California communities most heavily impacted by air pollution. This upcoming meeting will include a public comment period.
Scientific Review Panel Meeting: On February 13 in Sacramento and via remote access, CARB will host a public meeting of the Scientific Review Panel on Toxic Air Contaminants (SRP). This panel evaluates risk assessments of substances proposed for identification as toxic air contaminants by CARB, the Office of Environmental Health Hazard Assessment (OEHHA), and the Department of Pesticide Regulation (DPR). SRP reviews the exposure and health assessment reports, which are prepared by CARB, DPR, and OEHHA, and the underlying scientific data on which the reports are based. Update on Soil Nitrogenous Emissions “Subject Matter Expert Review Panel” Contract: On February 13 via remote access, CARB will host a public meeting to discuss progress on the Soil Nitrogenous Emissions “Subject Matter Expert Review Panel (SMERP)” contract. In Aug. 2023, CARB released the nomination form to seek five technical experts to serve as SMERP members who would independently evaluate existing data and science to improve current understanding of nitrogenous emissions, including oxides of nitrogen, nitrous oxide, and ammonia from soils, particularly in California. CARB’s Research Division (RD) led the panelist selection and contract management process. RD evaluated all received nominations and applications under this solicitation, and selected panelists for SMERP based on an evaluation of their technical merits (e.g., peer-reviewed publications and government reports, service in advisory, editorial, and review boards) under each topic of expertise specified in the nomination form.
