Public Workgroup Meeting on Clean Transportation Incentives Funding Plan Development: On August 15 via remote access, CARB will host a public workgroup to discuss plans for funding clean transportation. This will be one of a series of monthly meetings focusing on the Fiscal Year 2023-24 Clean Transportation Incentives Funding Plan Development Process. The Funding Plan explains how CARB will spend money on projects related to zero-emission vehicles (ZEV) and improving air quality. The ZEV funding package and Low Carbon Transportation and Air Quality Improvement Program funds will be used to support these investments. Updates will also be provided on Clean Mobility Equity and Light Duty Vehicle Investments, the Hybrid and Zero-Emission Truck and Bus Voucher Incentive, and the Clean Off-Road Equipment Voucher Incentive Project. Community members will have the opportunity to pose questions and participate in the discussion.
Public Meetings on Senate Bill 905 Carbon Capture Utilization and Sequestration: On August 15 via remote access, staff from the California Natural Resources Agency (CNRA), the California Department of Conservation (DOC), the California Energy Commission (CEC), and CARB will host two identical public meetings, one in the morning and one in the evening, to provide an overview of carbon dioxide removal efforts. An emphasis will be made on the requirements under Senate Bill 905 (Caballero, 2022) to establish a carbon capture, removal, utilization, and storage program. The meetings will put into context the role of carbon dioxide removal and meeting the goal of carbon neutrality by 2045 as required under Assembly Bill 1279 (Muratsuchi, 2022). The Office of the State Fire Marshal and State Lands Commission will also be present.
Public Meeting on Electrify America Zero-Emission Vehicle Investment Commitment: On August 16 via remote access, CARB will host a public meeting regarding Electrify America’s California Zero Emission Vehicle (ZEV) Investment Commitment. CARB staff will solicit comments from stakeholders regarding Electrify America’s progress toward achieving the 2.0-liter Volkswagen (VW) Partial Consent Decree objectives. Appendix C of the 2.0-liter VW Partial Consent Decree requires the carmaker to remedy the negative impact that sales of its 2.0-liter diesel vehicles had on California’s ZEV market. The ZEV Investment Commitment requires VW to invest $800 million in California in four $200-million, 30-month cycles over a ten-year period to support the increased use and availability of ZEVs. As is obligated by the Consent Decree, Electrify America must develop, and California must approve, the ZEV Investment Plans through an extensive public process.
Public Workshop on Low Carbon Fuel Standard Modeling Updates: On August 16 via remote access, CARB staff will host a public workshop to provide updates to the California Transportation Supply (CATS) Model used for the Low Carbon Fuel Standard program. The CATS Model was developed to support evaluation of the California fuel market and to assess the economic feasibility of potential program updates.
Planning and Capacity Building Administrator Question-and-Answer Session: On August 17 via remote access, CARB will host a question-and-answer session for the Statewide Planning and Capacity Building Administrator Solicitation. This will be the first of two sessions. CARB staff will answer applicant questions regarding eligibility, application components, and the overall process. This is a competitive grant solicitation for the administration of Planning and Capacity Building projects and implementation support for Clean Mobility in Schools and the Sustainable Transportation Equity Project. The solicitation is open to California-based nonprofit organizations, local and tribal governments, and public institutions of higher education. Applications are due to CARB on September 22.
