Basra Leasing, Inc. Settles For $3,500
In August 2021, the California Air Resources Board (CARB) reached a settlement with Basra Leasing, Inc. located in Yuba City, California. CARB’s audit documented seven violations of the Periodic Smoke Inspection Program (PSIP) for failure to test, measure, record, and maintain records of smoke emissions for heavy-duty diesel vehicles for the years 2018 and 2019.
Basra Leasing, Inc. agreed to the penalty of $500 per PSIP violation, for a total penalty amount of $3,500. The penalties will be deposited in CARB’s Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality.
Basra Leasing, Inc. agreed to enroll in either the California Council on Diesel Education Technology’s (CCDET) CCDET I Smoke Test Training course, or CARB’s Online Smoke Test Training course. Finally, the company also agreed to provide records to CARB of PSIP tests for their fleet in the years 2021 and 2022, and to continue PSIP testing and recordkeeping annually thereafter. Basra Leasing, Inc. fully cooperated with CARB throughout the investigation, and the fleet is now in compliance with the PSIP regulation.
