Overview: Natalie Reavey presented on the workgroup projects to date and then focused on next steps on the project to consolidate the statewide vehicle needs for community mobility programs.

Issues with federal tax refundability
- California New Cars Dealers Association and ValleyCAN - new IRS guidelines for using the federal tax credit at point-of-sale
Next Steps:
- Many issues resolved with new IRS implementation of the tax credit
- Potential future discussion on how implementation of tax credit is playing out
Background on EJ Values: ACCII decreases emissions in all communities, but most significantly for those communities burdened by roadway pollution. In addition to these broad-based considerations, ACC II includes specific provisions to encourage automaker actions that support the use of ZEVs in lower-income or disadvantaged communities and households. These are referred to as Environmental Justice Values, and values earned by automakers can contribute towards compliance with the sales requirement.
Workgroup Project: This workgroup will focus on the first EJ Value: selling new ZEVs or PHEVs at a 25% discount to qualifying community-based clean mobility programs. The workgroup project this group will focus on is:
- Consolidate the statewide vehicle needs for community mobility programs focusing on discounted ZEVs in community carshare programs first because discounts can be accessed now.
Vision: A website to connect automakers and clean mobility project administrators
End Result: A public tool to help organizations and OEMs find partners interested in community car share provisions in ACC II in order to:
- Establish an equitable process
- Expand network of collaborators
- Understand future vehicle needs across multiple car-sharing programs

Other Discussion/Questions to Consider:
- Frequency of directory updates to maintain current information (quarterly, biannually, annually, etc.)? Biannual updates to ensure directly is kept current.
- Methods and frequency of communication to stay informed (email blasts, checking the website for updates, other)? Monthly or quarterly emails with website updates is preferable
- If an entity is already involved in CMO, would they be automatically be included?
- Will there be any qualification to be included in the directory? If so, what types of qualifications would we be looking for?
- How would program administrators participate? Could they help with information aggregation?
- Should the directory include state or other public agencies?
