Aerosol Services Corporation Settlement - $400,000
On March 6, 2002, a settlement was reached between the Air Resources Board (ARB) and Aerosol Services Corporation, a manufacturer of hair care products. The ARB alleges that between November 1996 and January 2001, Aerosol Services sold, supplied, offered for sale or manufactured for sale in California, approximately 883,414 units of the following consumer products: ARTec Aeromousse, Ecoly Big Sexy Hair, TIGI Catwalk Root Boost, Graham Webb Back to Basics Volume Infusing Spray and Salon Quest Aquage Uplifting Foam. The ARB alleges that these products had concentrations of Volatile Organic Compounds (VOCs) that exceeded the 16 percent standard for the "hair mousse" category of the Consumer Products Regulation.
To settle these alleged violations, Aerosol Services Corporation agreed to pay ARB $250,000 in civil penalties and $150,000 toward four supplemental environmental projects. The supplemental environmental projects are described as follows: CALSTART Clean Cars Mapping Project; Coleman/Ballard Fuel Cell Project; and the GLOBE Program ("Global Learning and Observations to Benefit the Environment"), an international environmental science education and research program, which will also benefit the Central Valley Science Teachers Association (CCSTA) and the Greater Los Angeles Science Association (GLATSA).
