Summary
Commencing January 1, 2024, requires each transportation planning agency, when updating the regional transportation plan, to base the sustainable communities strategy (SCS) on population projections produced by the California Department of Finance and regional population forecasts used in determining applicable city and county regional housing needs, in consultation with each council of governments, and describe how to resolve differences in population projections. This bill also requires the annual Regional Housing Needs Assessment report that a city or county planning agency provides annually to the California Department of Housing and Community Development to include the progress of the city or county towards the recommended alignment of land use regulations with applicable SCS or alternative planning strategy. Was not heard in the Senate Appropriations Committee.
