Summary
Would have required the Department of General Services (DGS), in consultation with CARB to establish a maximum global warming potential (GWP) for concrete for each project region and performance class, and update it every three years. The bill would have required the DGS to establish performance classes for concrete products, publish the maximum GWP for concrete in the State Contracting Manual, and establish other rules and guidelines regarding the disclosure of carbon dioxide equivalent associated with concrete bids submitted to State agency and university projects. The bill would have authorized CARB to establish additional requirements and rules regarding maximum GWPs for concrete. The bill would have required awarding authorities to set a project concrete carbon dioxide equivalent limit and set other requirements as specified. Failed passage in the Assembly Accountability and Review Committee.
