World Wide Horse Services, Inc. Settles For $139,689
In February 2024, the California Air Resources Board (CARB) reached a settlement with World Wide Horse Services, Inc. (World Wide), with its principal location in Atascadero, California for the company’s violation of the Regulation to Reduce Emissions of Diesel Particulate Matter, Oxides of Nitrogen and Other Criteria Pollutants, from In-Use Heavy-Duty Diesel-Fueled Vehicles (Truck and Bus Regulation), as codified in the California Code of Regulations, title 13, section 2025.
Tickets issued by CARB field inspectors resulted in an investigation conducted by CARB Enforcement Division staff of World Wide’s fleet operations. The investigation revealed and documented that World Wide was operating six noncompliant heavy-duty trucks in violation of the Truck and Bus Regulation (Cal. Code Regs., tit. 13, § 2025 et seq.).
World Wide operates specialized vehicles for transporting racehorses to racing venues, and the company has been unable to secure complaint vehicles due to manufacturer delays in producing complaint vehicles for them. World Wide is investing in compliant vehicles and they have agreed to retire or remove the three violating vehicles from California jurisdiction.
Because of World Wide’s efforts at remediation, CARB and World Wide negotiated a suspended settlement. The terms of the settlement require World Wide to pay a civil penalty of $3,000, with the amount of $136,689 suspended, provided World Wide removes its three noncompliant vehicles from service before December 31, 2024. World Wide will be able to place one noncompliant vehicle into the Low-Use program after December 31, 2024. World Wide fully cooperated with CARB to resolve this matter. The $3,000 will be deposited into CARB’s Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality.
