In December 2013, Water Reclamation Equipment, Inc. agreed to pay a penalty of $11,850.00 for violating air quality regulations: $8,888.00 will be paid to the Air Pollution Control Fund which provides funding for projects and research to improve California's air quality; $2,962.00 will be paid to the Peralta Colleges Foundation to fund emission education classes conducted by participating California community colleges, under the California Council for Diesel Education and Technology (CCDET) program.
An investigation by the Air Resources Board (ARB) showed that Water Reclamation Equipment, Inc. failed to: (1) properly self-inspect its diesel trucks, as required by the Periodic Smoke Inspection Program (PSIP); and (2) properly affix Emission Control Labels (ECL) on the engines of their fleet vehicles; and (3) meet PM BACT requirements for 1996 through 1999 engine model years by January 1, 2012 as required by the Truck & Bus Regulation (STB); and (4) report in the Diesel Off-road On-line Reporting System (DOORS) at the initiation of the audit as required by the Off-road Diesel Vehicle Regulation (ORDV). To settle the case, Water Reclamation Equipment, Inc. agreed to the $11,850.00 penalty and to comply with the PSIP, ECL, STB, ORDV and other ARB programs.
