Univar Solutions USA LLC Settles For $46,000
In November 2025, the California Air Resources Board (CARB) reached a settlement with Univar Solutions USA LLC (Univar), with its principal location in Downers Grove, Illinois for the company’s violation of the Periodic Smoke Inspections of Heavy-Duty Diesel-Powered Vehicles Regulation (PSIP Regulation), as codified in the California Code of Regulations, title 13, sections 2190 et seq.
An investigation conducted by CARB Enforcement staff showed that Univar failed to meet the applicable smoke-testing requirements for multiple heavy-duty diesel vehicles in their fleet. CARB documented violations related to the PSIP Program and the PSIP Regulation. To settle the case, Univar agreed to the penalty of $1,000 per PSIP violation for a total settlement of $46,000.
Of the total amount, $23,000 in civil penalty will be deposited into CARB’s Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality. The remaining amount of $23,000 will fund the Supplemental Environment Project (SEP) entitled, My Free Tree Project: Promoting Cleaner Air in AB 617 Areas Through Strategic Urban Greening Partnerships, administered by Little Manila Foundation. This SEP is designed to plant trees directly into residential areas, parks, school yards, and roadside properties through a comprehensive outreach effort.
Univar fully cooperated with CARB to resolve this matter. Terms of the settlement include a requirement that Univar complies with all other CARB regulations going forward.
