Tesoro Refining & Marketing Company LLC Case Settles for $509,600

Tesoro Refining and Marketing Company LLC agreed to pay $509,600 to resolve reporting violations.  The first, which Tesoro brought to ARB’s attention, involved inaccurate GHG emissions calculations that resulted in an erroneously low emissions figure for Tesoro’s Wilmington refinery, and overreported emissions at Tesoro’s Sulfur recovery plant for the year 2013.  Tesoro corrected the discrepancies and improved its monitoring systems.   The second violation, which ARB caught, was the omission of ethanol and biodiesel volumes that it supplied from the report ARB uses to determine fees under the AB 32 Cost of Implementation Fee regulation. The case was settled on December 21, 2016.
