Target Corporation Settles For $6,691
In September 2025, the California Air Resources Board (CARB) reached a settlement with Target Corporation (Target), with its principal location in Minneapolis, Minnesota, for the violation of the Regulation for Limiting Ozone Emissions From Indoor Air Cleaning Devices (Indoor ACD Regulation), as codified in the California Code of Regulations, title 17, section 94800 et seq.
CARB staff conducted an investigation that revealed Target sold, supplied, offered for sale, or introduced into commerce in the State of California indoor air cleaning devices that did not have the required CARB certification (Cal. Code Regs., tit. 17, § 94804). In addition to the company’s violation for sale of uncertified air cleaning devices, Target’s website was found to be missing the mandatory advisory required for sale of uncertified devices required by the California Code of Regulations, title 17, section 94806(e).
To settle the case, Target agreed to the penalty of $6,691 for the violations. Of the total settlement amount, $5,904 will be deposited into CARB’s Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality. The remaining amount of $787 will fund the Supplemental Environmental Project (SEP) entitled, Reforestation of Native Trees in Sacramento County. This SEP proposes to plant 500 native trees in Elk Grove, California.
Target cooperated fully with CARB to resolve this matter. To come into compliance, Target is no longer offering the uncertified indoor air cleaning devices for sale in California.
