Sungchang Autotech Co. Ltd. Settles for $125,000
In April 2026, the California Air Resources Board (CARB) reached a settlement with Sungchang Autotech Co. Ltd. (Sungchang Autotech), with its principal location in the Republic of Korea, for the company’s violation of the Regulation for Limiting Ozone Emissions from Indoor Air Cleaning Devices (Indoor ACD Regulation), under California Code of Regulations, title 17, section 94800 et seq.
An investigation conducted by CARB staff revealed and documented that Sungchang Autotech violated the Indoor ACD Regulation because they manufactured for use and supplied to California, an indoor air cleaning device that was not certified by CARB. The device was installed in the heating, ventilation, and air conditioning systems in vehicles sold in California. Indoor air cleaners are subject to an ozone emission concentration limit of 0.050 parts per million (ppm) and are required to be certified prior to selling in California.
To come into compliance, Sungchang Autotech applied for and received CARB certification for its indoor air cleaning device. Sungchang Autotech fully cooperated with CARB toward resolution of this matter. Of the total settlement amount, $62,500 in civil penalty will be deposited into CARB’s Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality. The remaining amount of $62,500 will fund a Supplemental Environment Project (SEP) with IQAir Foundation to install air filtration systems in 13 schools within the Los Angeles Unified School District.
