Steve Millen Sportparts, Inc. Settles For $14,000
In August 2025, the California Air Resources Board (CARB) reached a settlement with Steve Millen Sportparts, Inc., dba Stillen (Stillen), with its principal location in Costa Mesa, California, for Stillen’s violations of CARB’s Add-On Parts and Modified Parts Regulation (Aftermarket Parts Regulation), under California Code Regulations, title 13, sections 2220-2225 and California Vehicle Code section 27156.
An investigation conducted by CARB staff revealed that Stillen sold automotive aftermarket performance parts without legal exemptions to California’s anti-tampering laws. Such parts replace or modify vehicle critical original equipment manufacturer (OEM) emissions control system components and OEM specified engine-operating conditions, and thus must be evaluated by CARB to demonstrate the vehicle’s continued emissions compliance to qualify for legal exemption.
To settle the case, Stillen agreed to the penalty of $125 per aftermarket part violation for a total settlement of $14,000. Of the total amount, $7,000 in civil penalty will be deposited into CARB’s Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality. The remaining amount of $7,000 will fund the Supplemental Environment Project (SEP) entitled Reforestation of Native Trees in Sacramento County with Sacramento Tree Foundation. This SEP provides funding for the planting and care of native trees along the Toby Johnson Trail and Franklin Channel in Elk Grove, California.
Stillen fully cooperated with CARB to resolve this matter, and has agreed to not install, sell, offer for sale, or advertise in California, any non-exempted aftermarket parts.
