Expand Community Clean Transportation Needs Assessments

Goals:

  • Ensure resident feedback is incorporated in transportation planning processes residents are meaningfully engaged

Status: Ongoing

The California Department of Transportation (Caltrans) is coordinating with regional and local governments to promote expanding assessments of low-income community transportation needs.

CARB is integrating community transportation needs assessments into its Low Carbon Transportation clean mobility projects.

  • Caltrans to develop best practices that highlight successful local and regional engagement efforts and provide recommendations for needs assessment objectives. 
  • CARB is designing a complementary approach for working with communities to assess their transportation needs and resources.
  • CARB is piloting a process through incentive programs, including a voucher program to provide resources in support these efforts.

Develop an Outreach Plan Targeting Low-income Residents Across California to Increase Residents' Awareness of Clean Transportation and Mobility Options

CARB is leading implementation of an outreach roadmap that identifies strategies for effectively coordinating, streamlining, and delivering tailored clean transportation outreach.

Develop a One-Stop-Shop Pilot Project

Goals:

  • Increase consumer awareness
  • Provide consumers technical assistance to apply for and participate in CARB clean transportation programs
  • Focus on providing coordinated community-based outreach and education to maximize program participation and promote advanced technology vehicle adoption among low-income residents.

Status: Ongoing

CARB is developing a pilot that focuses on the development and maintenance of a streamlined, single application for low-income consumers to apply and qualify for CARB’s low-carbon transportation equity projects.

In October 2018, CARB selected GRID Alternatives to advance this concept.

GRID Alternatives, has developed a “Community of Practice” to serve as a space for outreach partners, project administrators, and CARB staff to share lessons learned, and best practices when conducting community outreach.

 

  • The streamlined, single application tool is in the testing phase of development. 
  • The first public version of the tool is expected to launch in 2020.

 

Develop Guiding Principles for Grant and Incentive Solicitations to Increase Access to Programs and Maximize Low-income Resident Participation

Goals:

  • Promote the best practices identified through collaboration
  • Increase the ability for communities to access to grant funding
  • Begin incorporating the feedback into the development of grants and solicitations.

Status: Ongoing

CARB is developing guiding principles for state and local agencies to incorporate into designing competitive solicitations.

CARB is consulting with other agencies, program administrators, and applicants to develop solutions that streamline and simplify the grant and incentive application process.

CARB anticipates releasing the public guidance document in 2020.

Maximize Economic Opportunities and Benefits for Low-income Residents From Investments in Clean Transportation and Mobility Options by Expanding Workforce Training and Development

Goals:

With funds from Senate Bill 1 and the GGRF, the CWDB has three investment projects related to the transportation sector. 

CARB is also integrating workforce development into program implementation, which can provide direct employment benefits in addition to the CWDB’s efforts.  Strategies include investment in projects that contain targeted hiring and job training, as well as exploring workforce development and fellowship opportunities as part of project outreach and capacity-building.

  • The CWDB plans to invest in 12 new partnerships with strong connections to the industries and occupations critical to reaching the state’s 2030 climate change targets. 
  • CARB’s Funding Plan for Clean Transportation Incentives help foster job creation by providing employment opportunities or job training tied to employment. To the extent feasible, jobs and job training are targeted to low-income residents and residents of disadvantaged communities. 

Expand Funding and Financing for Clean Transportation and Mobility Projects, Including Infrastructure,

Goals:

  • Increase low-income and disadvantaged communities’ access to clean transportation and mobility options.

Status: Ongoing

Since fiscal year 2013/14 the Legislature has appropriated approximately $1.7 billion to CARB for low-carbon transportation projects to support the transformation of California’s fleet–supporting clean vehicle ownership, clean mobility, streamlined access to funding and financing opportunities, increasing community education, and exposure to clean technologies.

  • CARB allocated $22 million for the new Sustainable Transportation Equity Project to fund clean transportation solutions through a community-based approach to identify and address the unique mobility needs of a given community.
  • The Clean Mobility Options Voucher Pilot provides over $20 million to low-income and disadvantaged communities for carsharing, bike sharing, and other clean mobility projects.
  • CARB allocated $7 million for outreach and education coordination, expand community transportation needs assessments, provide technical assistance, and to continue developing the one-stop-shop pilot.
