Off-Road Compression-Ignition Certification Program: Engine Family Regulations

The certification requirements for Off-Road Compression-Ignition (OFCI) engines are contained in Title 13, California Code of Regulations, Section 2423 (13 CCR 2423). Also, equipment manufacturer flexibility program requirements can be found in 13 CCR 2423(d). The provisions of 13 CCR incorporate the California Test Procedures which contain altered or replaced sections of Parts 86, and 1065, Title 40 Code of Federal Regulations (40 CFR) relevant to OFCI engines.
EPA also provided a guidance document that addresses the reporting of Maximum Allowable Off-cycle Emissions (MAEL) in non-road compression ignited engines for purposes of certification under Title II of the Clean Air Act. The document establishes the MAEL as a voluntary object screening tool to assist manufacturers in evaluating off-cycle emission from base emission control strategies as they relate to the prohibition of defeat devices,
Engine Families
Engines with similar emissions characteristics are grouped into engine families and certified together. Similarity criteria are described in 40 CFR 1039.230. Emission standards for criteria for families of OFCI engines are contained in 13 CCR 2423 and incorporated California test procedures. Each engine family must be assigned a unique family name by the manufacturer, in accordance with the established EPA family naming conventions.

Flexibility Allowances for Off-Road Compression Ignition Engines
For a limited time under 13 CCR 2423(d), off-road equipment and vehicle manufacturers and post-manufacture marinizers may produce equipment with engines that are subject to less stringent emission standards than required by Tables 1a and 1b for new 2000 model year and later off-road equipment and vehicles and marine compression-ignition engines, subject to the requirements of paragraph (e) of 13 CCR 2423. It should be noted that many of the flexibility allowances have ended already with the remainder flexibility allowances ending in 2020 or 2021.
