What did it fund?
Point-of-sale voucher incentives for the purchase of electric bicycles (e-bikes), including cargo e-bikes and adaptive e-bikes.
What were the possible incentive amounts?
Applicants who met the base eligibility criteria received up to $1,750. Applicants who met the priority applicant criteria received up to $2,000. The incentive included purchase of eligible accessories such as racks, fenders, lights, helmets, and locks.
Who was eligible for funds?
Residents 18 years or older with an annual household income at or below 300% of the Federal Poverty Level (FPL). Additional incentives were available to priority applicants who lived in a disadvantaged or low-income community, or who had an annual household income at or below 225% of FPL.
Were there recent policy changes?
There are currently no policy changes to the project.
How did this program provide benefits to priority populations?
Voucher incentives prioritized low-income consumers who had a household income at or below 300% of FPL. Additionally, consumers who had a household income at or below 225% of FPL or lived in a low-income or disadvantaged community received extra funding towards the purchase of an eligible e-bike. The California E-Bike Incentive Project also provided benefits to consumers through access to cleaner technology that reduces greenhouse gas emissions, reduces transportation costs, and increases the amount of reliable clean transportation in communities that need it.
How did people access funds?
The California E-Bike Incentive Project released funds through statewide application windows. Application windows occurred as funding was available and were announced through press releases and via the mailing list on the project website. Once application windows went live, potential applicants could apply through the website’s application portal.
Applicants who successfully submitted an application and met all of the eligibility requirements could redeem their voucher at any of the participating e-bike retailers throughout the state. At the point of sale, the voucher could be used to discount the purchase of an e-bike. Retailers would then submit the purchase information to the administrator to receive a check for the discount provided to the applicant.
