Senate Bill 1 (Beall, Chapter 5, Statutes of 2017) Report to the Legislature to Evaluate the Impact of Provisions on State and Local Clean Air Efforts
Senate Bill (SB) 1 (Beall, Chapter 5, Statutes of 2017), the Road Repair and Accountability Act of 2017, is a landmark investment in California’s transportation systems. Among other provisions, it requires starting January 1, 2020, the California Department of Motor Vehicles (DMV) to withhold registration of diesel vehicles with Gross Vehicle Weight Rating (GVWR) greater than 14,000 pounds that are not compliant with the California Air Resources Board’s (CARB) Truck and Bus Regulation. Another provision of SB 1 precludes the retirement, replacement, retrofit, or repower of commercial vehicles until they have reached a minimum useful life period of 13 years or until they reach 800,000 vehicle miles traveled (but no greater than 18 years old), whichever is later.
