The Proposed Triennial Strategic Research Plan (Plan) for Fiscal Years 2021-2024 reflects a concerted effort to identify CARB’s highest priority research needs for the next three years. The research initiatives in the Plan build on past research and will support the implementation and development of policies and regulations, and advance the state of the science in the areas of health, environmental justice, economics, air quality, and climate. In addition, the Plan also includes a starting point for operationalizing racial equity in CARB research, which will be developed further through a public engagement process starting this year. The research initiatives in the Plan were developed in an open public process, in consultation with stakeholders and research partners, through a public workshop on September 16, 2020, individual meetings, and other outreach efforts. The research initiatives will guide CARB’s annual funding of individual research projects. Projects will be fulfilled through externally contracted research projects as well as in-house studies.

The projects proposed for funding in Fiscal Year 2021-22 are contained in Appendix A of the Plan and projects proposed for funding in the Fiscal Year 2020-2021 are contained in Appendix B. The Plan and the proposed annual projects will be presented to the Board on March 25, 2021. Public written comments can be submitted electronically to the public docket up until Thursday March 18, 2021, midnight PST. If the Board approves the annual projects, staff will work with researchers to develop the research projects into complete proposals. Results are anticipated in three to five years after a project commences.
