Senate Bill (SB) 1383 (Lara, Chapter 395, Statutes of 2016) established methane emissions targets, including a reduction in statewide methane emissions of 40 percent below 2013 levels by 2030 and an equivalent methane emissions reduction target for the dairy and livestock sector (2030 target). SB 1383 also requires CARB to conduct an analysis on progress the sector has made in achieving the 2030 target. In response to that requirement, this Analysis of Progress toward Achieving the 2030 Dairy and Livestock Sector Methane Emissions Target (Analysis) describes progress toward the 2030 target as well as progress made in overcoming technical and market barriers to dairy and livestock methane emissions reduction projects.
The draft Analysis (June 2021) was released after a 30-day public comment period following a May 2021 public workshop. The final report was released in March 2022.
