On April 4, 2001, the Office of Administrative Law approved an airborne toxic control measure (ATCM) that reduces chlorinated compound emissions from automotive consumer products used in automotive maintenance and repair activities. Specifically, the ATCM prohibits the use of perchloroethylene (Perc), methylene chloride (MeCl), and trichloroethylene (TCE) in brake cleaners, carburetor or fuel-injection air intake cleaners, engine degreasers, and general purpose degreasers sold, supplied, offered for sale, or manufactured for use in California.
