Drayage Truck Funding from Ports of Los Angeles and Long Beach Available November 14 to Stack with HVIP
Starting Tuesday, November 14, 2023, at 10 a.m. Pacific, the Clean Truck and Bus Voucher Incentive Project (HVIP) will make $60 million provided by the Ports available for voucher requests for zero-emission Class 8 tractors performing drayage operations at the Ports of Los Angeles and Long Beach. Voucher enhancements funded by the Ports are $100,000 per truck for fleets size 10 and smaller and $75,000 for fleets larger than 10, additional to the HVIP drayage voucher amount of $150,000 per truck and any other applicable HVIP voucher enhancements listed on www.californiahvip.org/funding. Purchaser qualifications are as defined in the HVIP Implementation Manual. Funding is made available through the Ports’ Clean Truck Funds and administered by CALSTART on a first-come, first-served basis through the existing HVIP voucher request process and online Voucher Processing Center. Voucher requests will follow HVIP requirements, including the eligible trucks and dealers listed at www.californiahvip.org.
Additionally, all existing eligible unredeemed HVIP drayage truck vouchers that meet the Ports’ requirements will receive the same additional funds of $75,000 or $100,000 added to their HVIP voucher. Outreach to individual dealers and purchasers is already underway regarding this increase as additional actions are required to apply Port Clean Truck Funds to existing vouchers.
AB 794 Labor Requirements
In 2021, the California legislature passed, and the Governor signed into law, AB 794 to ensure that CARB incentive money is being awarded only to drayage and short-haul truck fleets who comply with all relevant labor laws, rules, and guidelines for that fleet. Specifically, this legislation focuses on correct labor classification of truck drivers (i.e., whether they are employees versus independent contractors) in order for fleets to qualify for CARB grants, loans, vouchers, or other incentive programs to purchase or lease new, cleaner emission vehicles. Requirements include an initial attestation of compliance with labor and control requirements, and annual attestations of compliance with labor, control, ownership, and maintenance requirements.

Informational Webinar for Small Fleets Interested in Accessing Zero-Emission Trucks
July 19, 2023 - Webinar
Beginning August 30, 2023, eligible small fleets can access flexible financing options for zero-emission trucks through the (HVIP) Innovative Small e-Fleet Pilot (ISEF). Eligible fleets include California-based, privately owned trucking companies, independent owner-operators, and non-profits with fewer than 20 trucks and an annual revenue of less than $15 million. Non-profits are not disqualified by revenue. This funding allows small fleets to request enhanced vouchers for standard financing, lease, rental, and truck-as-a-service options, and fueling support. Guidelines to participate in ISEF are now available through Appendix F of HVIP's Fiscal Year 2022-23 Implementation Manual.
Staff invite small fleets interested in accessing funding for class 2b-8 zero-emission vehicles to participate in an informational session on ISEF hosted by the project administrator CALSTART. The program will open for voucher requests on August 30, 2023, at 1:00 p.m. Pacific Standard Time on the ISEF Purchaser Webpage.
