P.S. Carrier Case Settles for $25,000
P. S. Carrier, Incorporated will pay $25,000.00 in penalties for violating air quality regulations: $18,750.00 will go to the Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality; $6,250.00 went to the Peralta Colleges Foundation to fund emission education classes conducted by participating California community colleges, under the California Council for Diesel Education and Technology (CCDET) program. This settlement was reached in June 2016.
An investigation by the Air Resources Board (ARB) showed that P. S. Carrier, Incorporated failed to: (1) bring their trucks in compliance with the Particulate Matter Best Available Control Technology requirements, (2) bring their transport refrigeration units (TRU) into compliance with the applicable in-use performance standards, (3) properly affix Emission Control Labels (ECL) on the engines of their fleet vehicles, and (4) properly self-inspect their diesel trucks to assure the trucks met state smoke emission standards. ARB documented violations as they related to the Periodic Smoke Inspection Program (PSIP), the ECL Program, the TRU Airborne Toxic Control Measure, and the Truck and Bus (TB) Regulation. To settle the case, P. S. Carrier, Incorporated agreed to the $25,000.00 penalty and to comply with PSIP, ECL, TRU, TB, and other ARB programs.
