Vehicle Incentives
Search the individual incentives that can bring down the upfront cost of zero-emission and cleaner trucks and equipment. Many of these are included in the Funding Finder tool.
Clean Truck & Bus Voucher Incentive Project (HVIP)Get a point-of-sale discount when buying zero-emission trucks and buses through participating dealers. Vehicles funded under HVIP include delivery vans to school buses to freight trucks and more.
Innovative Small e-Fleet (ISEF) Pilot ProjectProvides funding through HVIP to help small fleets access zero-emission vehicles through short-term leases, rentals, truck-as-a-service models, and other innovative financing or deployment mechanisms. It’s a flexible incentive designed to give fleets with 20 or fewer vehicles many options to get into zero-emission trucks.

Carl Moyer ProgramLocal air districts administer this program that provides funding to public and private fleets to replace existing vehicles and equipment with cleaner technologies. These incentives can be used for on-road heavy duty trucks, school and transit buses, off-road construction, agricultural and cargo handling equipment, marine vessels, locomotives, portable engines and car scrap. | ![]() |
Community Air Protection Incentives for On-Road Heavy-duty VehiclesFleets can apply for funding through their local air district to help pay for cleaner vehicles and equipment. | ![]() |
Zero-Emission Truck Loan Pilot ProjectThis program helps small-business fleets buy zero-emission commercial vehicles by expanding access to affordable financing. Volkswagen Environmental Mitigation TrustThis program primarily funds "scrap and replace" projects for the heavy-duty sector, including freight trucks, transit, shuttle, school buses and other freight vehicles and equipment.

Infrastructure Incentives
Incentives are available for installing charging and fueling infrastructure that support zero-emission vehicles. Some of these programs are included in the Funding Finder tool.
EnergIIZE Commercial VehiclesThis program provides incentives for the construction of public, private, or shared electric vehicle charging or hydrogen fueling stations that serve medium- and heavy-duty (Class 2b-8) fleets in California. | ![]() |
Low Carbon Fuel StandardThis program gives fleets that use electricity and hydrogen the opportunity to generate credits. These credits can be sold to create a new revenue stream and reduce overall operating costs.
