In September 2021, Governor Newson signed Senate Bill 596 (Becker), which requires CARB, by July 1, 2023, to develop a comprehensive strategy for the cement sector in California to achieve a greenhouse gas (GHG) emissions intensity 40% below baseline levels by 2035 and net-zero GHG emissions by 2045. The bill also requires CARB to establish interim targets for reductions in the GHG intensity of cement used within the state relative to the average GHG intensity of cement used within the state during the 2019 calendar year, with the goal of reducing the GHG intensity of cement used within the state to 40% below the 2019 average levels by December 31, 2035.
