Prepaid Electric Vehicle (EV) Charge Card Incentive: Eligible Increased Rebate recipients who applied on or after August 15, 2023, received a $2,000 CVRP EV Charge Card to use at public electric vehicle charging stations. The EV Charge Card was provided in addition to the Increased Rebate and was only provided to purchasers/lessors of plug-in hybrid and battery electric vehicles.
Who was Eligible
Individuals, businesses, nonprofit and government entities based in California. Eligible individuals and businesses could receive a maximum of one rebate, while eligible public fleets were eligible to receive a maximum of 30 rebates per calendar year. Per-vehicle rebate amounts were based on consumers’ income and vehicle technology.
How it was Administered
CVRP was administered and implemented through a partnership between CARB and a project administrator, the Center for Sustainable Energy (CSE). CSE was responsible for ensuring that purchasers and lessees met all applicable CVRP requirements and consulted with CARB regarding CVRP rebate applications, as well as vehicle and ownership requirements.
Where and When it was Offered
Rebates were distributed on a first-come, first-served basis contingent upon funding availability. Eligible applicants were able to complete and submit an application directly on the CVRP website.
Project Funding or Participation Requirements
Applicant Eligibility: Eligible applicants were required to meet requirements that included, but were not limited to, the following:
- Be an individual, business, nonprofit, or government entity that is based in California or has a California-based affiliate at the time the rebate vehicle is purchased or leased.
- Met income eligibility requirements at the time the application is received.
- Submitted a CVRP application prior to exhaustion of available rebate funds and within 90 calendar days of the vehicle purchase or lease date.
Income Eligibility Requirements:
Income Cap - Consumers were not eligible for CVRP rebates if their gross annual incomes were above $135,000 for single filers, $175,000 for head-of-household filers, and $200,000 for joint filers.
- Increased Rebate for Low- and Moderate-Income Consumers – Consumers with household incomes less than or equal to 400% of the FPL were eligible for an increased rebate.
Vehicle Eligibility Requirements:
- Vehicle must have been on the list of Eligible Vehicles.
- Vehicle must be new.
- Vehicle may not be purchased, leased, or delivered outside of California.
- Vehicle must be registered in California.
- For larger vehicles like minivans, pickups, and SUVs, vehicle must have a base Manufacturer Suggested Retail Price (MSRP) of $60,000 or less and for all other cars, vehicle must have a base MSRP of $45,000
