NST, INC. Yuan Cheng Case Settles for $250,000
An investigation by the Mobile Source Enforcement Section determined that NST, INC. Yuan Cheng, most commonly known as New Star, of Montclair, California was importing, delivering, purchasing, or offering for sale new motor vehicles which were not California Air Resources Board (ARB) certified. New Star also violated the provisions of Business and Professions Code section 17500 by making untrue and/or misleading statements in connection with the sale of the uncertified motor vehicles. ARB referred this case to the District Attorney’s Office of San Bernardino for prosecution. New Star stipulated to a judgment where it will pay a total amount of $250,000 in settlement of this matter. In addition to the civil penalty, New Star is permanently enjoined from importing or acquiring uncertified motor vehicles in violation of Health and Safety Code section 43151, falsifying or passing a false certificate in violation of Vehicle Code section 4463, or making false or misleading advertisements in violation of Business and Professions Code section 17500.
