The Vapor Recovery Program controls vapor emissions from gasoline marketing operations (gasoline dispensing facilities or service stations, tanker trucks (cargo tanks), bulk plants, and terminals), where gasoline vapor is a precursor to the formation of ozone and contains benzene, a constituent of gasoline vapor that has been identified as a toxic air contaminant.

AB30 LEGISLATION PASSAGE AND STEPS TO OBTAIN E15 CERTIFICATION OF VAPOR RECOVERY COMPONENTS AND ECO NOZZLE/LOW-PERM HOSES
The passage of AB30, signed by Governor Newsom on October 2, 2025, authorized the immediate sale of E15 (gasoline blends containing 10.5 percent to 15 percent ethanol by volume). Existing state law requires the California Air Resources Board (CARB) to certify components that accept or transfer gasoline at dispensing facilities. Before CARB certifies such components state law requires prior approvals from four state agencies – the State Water Resources Control Board, California Office of Safety and Health Administration, California Department of Food and Agriculture, and Office of the State Fire Marshal. These are the steps that manufacturers must take to certify E15 compatible equipment.
