The Legislature created the Board’s research program in 1971 and identified it as an integral part of an effective air pollution control program. With the mandate as its foundation, the program encompasses all aspects of air pollution. CARB’s research program continues to play an important role in meeting the challenges of increasingly stringent federal air quality standards and long-term climate goals, and serves as the foundation for effective regulatory decisions.

Submit comments on the Proposed Five-Year Strategic Research Plan
CARB has just released the Proposed Five-Year Strategic Research Plan for funding years 2025-2030 (Five-Year Plan) to kick off the 30-day public comment period. The Five-Year Plan is available on the Strategic Research Plans | California Air Resources Board website. CARB staff will be presenting the Five-Year Plan to the Board for approval on September 25, 2025. Members of the public may submit comments using the public docket system by September 15, 2025, or verbally during the Board hearing.
