The Legislature created the Board’s research program in 1971 and identified it as an integral part of an effective air pollution control program. With the mandate as its foundation, the program encompasses all aspects of air pollution. CARB’s research program continues to play an important role in meeting the challenges of increasingly stringent federal air quality standards and long-term climate goals, and serves as the foundation for effective regulatory decisions.

Attend one of two meetings to comment on proposed FY25-26 project concepts
The Research Comment Portal was created to collect research concepts and comments from the public to inform the selection of research projects that CARB will fund in the fiscal year 2025-2026. The survey closed on April 10, 2024. Thank you to all who submitted research concepts and comments. Staff will host a public meeting on November 18, 2024, 2:00 – 3:30 PM, and on November 20, 2024, 5:30 – 7:00 PM, to collect additional comments on the list of concepts that align with CARB’s program priorities. Staff will also provide a high-level summary of all public concepts and comments collected through the survey. Public comments from the meeting will guide the selection of the highest priority concepts that fit within CARB’s projected Research Program budget for the fiscal year 2025-2026, which is estimated to be $4-8 M. Please visit the comment portal landing page for more information and registration links. The material presented at the meeting, as well as a public poll to help prioritize projects will be available on the comment portal for public review after November 12, 2024.
