Funding Sources Categories and Claiming Emission Reductions
There is no limit on the number of co-funding sources to fund a project as long as project criteria is met for all funding sources, total project costs are not exceeded, and the applicant cost share requirement is met. When co-funding a project with Moyer funds the Moyer Program will account for all covered emission reductions, oxides of nitrogen (NOx), particulate matter (PM), and reactive organic gases (ROG), for the State Implementation Plan (SIP) purposes (2024 Guidelines, Chapter 2, Section K and H&SC Section 44287.2(a)(4)). The Moyer Program does not claim Greenhouse Gases (GHGs).
There are exceptions for when the Moyer Program does not account for all covered emissions: (1) when co-funding with another California Air Resources Board (CARB) incentive funding source listed below in the State Funds section, or (2) when covered emission reductions apportionment is approved in a case-by-case request. Apportioned project covered emission reduction amounts are based on the amount of funds contributed by each finding source(s) towards the project.
Federal Funds
Moyer Program can co-fund with federal grant(s) when the Moyer Program claims all emission reductions. Moyer Program criteria is met (i.e. scrappage), total project costs are not exceeded, and the applicant cost share requirement is met. List of federal grants that Moyer Program funds have co-funded with in the past are as follows (list subject to change as new co-funding sources are added):
- Targeted Airshed Grant (Airshed)
- Diesel Emission Reduction Act (DERA) Program
- Federal Transit Authority (FTA) Low or No Emission Grant Program
- Enviornmental Quality Incentives Program (EQIP)
State Funds
In most cases all project covered emission reductions are claimed by the Moyer Program. The table below lists State incentive funding sources, including well known CARB incentives programs, and breakdowns their co-funding ability, along with claimed emission reductions. In some cases emission reductions can be apportioned between funding sources. Co-funding projects must meet Moyer Program criteria, including but not limited to scrappage and applicant cost share requirement, and cannot exceed total project costs. The below table is subject to change as new co-funding sources are added.

Local Funds
Moyer Program can co-fund with local program funds when the Moyer Program claims all emission reductions, Moyer Program criteria is met (i.e. scrappage), total project costs are not exceeded, and the applicant cost share requirement is met. List of local funds that the Moyer Program funds have co-funded with in the past are as follows (list subject to change as new co-funding sources are added):
- AB 2522 DMV Fee
- AB 2766 DMV Fee

- Mobile Source Air Pollution Reduction Review Commitee(MSRC)
- Our Community CarShare
- Pacific Gas and Electric Company(PG&E)
- Sacramento Municipal Utility District(SMUD)

Penalty Funds
Moyer Program can co-fund with penalty fund(s) when the Moyer Program claims all emission reductions, Moyer Program criteria is met (i.e. scrappage), total project costs are not exceeded, and the applicant cost share requirement is met.
Mitigation Funds
Mitigation funds must receive case-by-case approval prior to co-funding a project with Moyer Program funds. Case-by-case review ensures that emission reductions are achieved by the project are surplus and not credited to the mitigation settlement or consent decrees. Examples of mitigation funds:
- South Coast AQMD Rule 2202 Mitigation Option
- Voluntary NOx Remediation Measure(VNRM) - No longer active funding source.

2The Proposition 1B Program is required to claim the PM and NOx emission reductions when funding projects, and is unable to stack with other programs that claim these emission reductions.
