Riverside Internship Program

Background 

The California Air Resources Board (CARB) has signed memorandums of understanding (MOUs) with nine Southern California academic institutions from kindergarten to university level, aimed at expanding the knowledge base of air quality and climate change program areas. As part of those MOUs, CARB committed to creating a formal student internship program. The Academic and Public Partnerships (APP) section created a long-term and competitive internship program for the Southern California facility that launched in the Fall of 2023.

Riverside Internship Program 

CARB offers student internships in the Fall and Spring school terms for course credit.

Requirements to intern with CARB 

  1. The student must be attending an accredited Southern California college or university during the internship term. 

  1. This is an unpaid internship so students must provide proof that either: 

    1.   They will receive academic credit for the internship or; 
    2.   The internship will fulfill an academic requirement for graduation.  

 

Fall Recruitment: Middle of July of each year
Spring Recruitment: December 2025

Summer Recruitment: CARB will not be hosting interns for the Summer of 2025

AQPSD Emissions Modeler Student Intern 

Duties: The intern will assist in development and updating of mobile source emissions inventory models and emissions assessments for planning and regulatory development. The position requires interaction and teamwork with Section and Branch staff. Specific tasks will include assisting staff with development of emissions inventory methods and programming to implement those methods into regulatory inventories and EMFAC; developing documentation and reports; gathering, tabulating, and analyzing a variety of vehicle activity and emission data; developing and performing quality assurance and quality control checks on model inputs and outputs; and reviewing academic studies. In addition, the candidate will assist with comprehensive documentation of the EMFAC model. 

AQPSD MSAB Student Intern 

Duties: The intern will assist in supporting the community engagement components of an aviation regulation development. Their key tasks include, but are not limited to, coordinating and scheduling community meetings, conducting outreach and maintaining communication with stakeholders. 

Area of Study: We are seeking candidates with academic backgrounds in Environmental Science, Environmental Engineering, Public Policy, Public Administration, or closely related fields. 

Ideal Candidate Profile: Our ideal intern is a student who has a strong interest in environmental and public-sector work. We are looking for individuals who have experience or demonstrated interest in community engagement, public outreach, environmental justice, or public policy. development. Strong communication skills, initiative, and the ability to work collaboratively with diverse stakeholders are highly valued. 

ECCD OBD Student Intern 

Duties: The intern will assist with data analysis to assess On-Board Diagnostics (OBD) system’s compliance with regulatory requirements. Assist with OBD testing, including collecting and compiling data.  

Area of study: Have a strong understanding of data analysis and statistics and are adept at using statistical techniques to extract valuable insights from the vast amount of data generated by OBD systems. Proficiency in data analysis tools, such as R, SAS, or Python, is preferred.  

Ideal candidate: Current students attending an accredited college or university in Southern California for the Spring 2026 term. This is an in-person, unpaid internship and students are required to earn course credit through their school to be eligible for placement. EO Equity Student Intern 

Duties: The intern will assist in organizing and updating CARB’s equity tools resource libraries (Racial Equity Lens and Community Engagement Model) by compiling and categorizing related materials for internal use. Support the development of a workflow diagram. Provide support for internal meetings and orientations for the Model. 

Area of study: We are looking for candidates with backgrounds in Environmental Studies, Public Policy, Data Science, or related majors with a strong interest in racial equity and environmental justice. 

Ideal candidate: Is curious and eager to learn about how equity is integrated into government programs and decision-making. Communicates clearly and respectfully and enjoys working in a collaborative team environment. It is organized and willing to assist with a variety of tasks, including administrative support. Has basic familiarity with Microsoft Office (Word, Excel, PowerPoint). 

MSCD ISB Student Intern 

The intern will assist in supporting a strategic review of the California CORE (Clean Off-Road Equipment) project's incentive structure. Responsibilities will include, collecting & entering pricing data for eligible equipment, coordinating with other off-road incentive programs (e.g., Carl Moyer, FARMER) to compare incentive levels and methodologies, analyzing cross-program & market data to identify trends and gaps,assisting in the development of policy recommendations to revise voucher amounts in a way that accelerates market adoption while considering cost-effectiveness & long-term sustainability, contributing to the design of a new policy mechanism that ramps down incentives over time & targets funds where they are most impactful. 

Area of study: We are looking for candidates with backgrounds in Public Policy, Environmental Science, Economics, Data Science, or related fields 

MSLD FETRB Student Intern 

Duties: The intern will assist in engine testing by utilizing engineering principles and applying scientific methodology to evaluate emissions equipment performance, analyze engine testing data, and contribute valuable insights for optimization and improvement of engine testing activities. The intern will need to provide their own safety footwear/work boots to work in the lab. 

Area of Study: We are looking for candidates with a major in engineering, physics, or chemistry The ideal candidate is a chemical, electrical/electronics, mechanical, and environmental engineering, physics, or chemistry student with strong analytical skills, attention to detail, and a hands-on approach to problem-solving, while adhering to all safety protocols and best practices within the engine testing environment. Adaptability to a fast-paced environment, a willingness to learn, and the ability to work in a team while applying engineering and scientific knowledge to complex systems are highly valued. 

MSLD LDTB Student Intern 

Duties: The intern will assist in the development of data log system for real time particulate matter and particle number instrumentsAssist in the set up and operation, and maintenance of standalone instruments. Assist with quality control and calibration activities.  

Area of study: We are looking for candidates with backgrounds in Mechanical, Aerospace, Environmental, Electrical or Chemical Engineering, Atmospheric, Computer Science; or related field. 

Ideal candidate: Undergraduate students with knowledge and experience in measurement instruments, measurement data integration, and data analysis. Coding skills for integrating multiple data inputs into a centralized data file are a plus. 

OCAP RASB Student Intern 

Duties: The intern will assist inthe development of multimedia approaches and products to communicate quantitative and qualitative implementation progress information collected across AB 617 communities. They will also support Section manager and staff to develop tools, scripts, databases, maps, and data visualizations tools to support various Programmatic needs. The SI will work independently, or with a team, to develop or edit videos, flyers, printed material or StoryMaps as needed. 

Area of study: We are looking for candidates with backgrounds in data visualization, communication, or a major in public policy, environmental sciences. 

Ideal candidate: We are looking for a candidate who is technically adept, possesses interpersonal and team-building skills, excels in disseminating highly technical information to diverse audiences. 

OCAP Incentives Student Intern 

Duties: The intern will assist with improving and coordinating content across several platforms such as public-facing California Climate Investments (CCI) web pages, CARB/OCAP landing pages and program-specific website language, Promotion of recent projects on external platforms (e.g., LinkedIn), Coordination with the CARB Communications Office to ensure alignment and amplification of messaging.  

Area of study: We are looking for candidates with backgrounds in environmental justice, community engagement, or public-sector communications and/or majors in Communications, Public Policy, Environmental Studies, Marketing, Journalism, Computer Science or related STEM fields.  

Ideal candidate: A student interested in gaining hands-on experience in public communications/marketing strategy and gaining exposure to implementing environmental justice work at the State level. The student would also have interest in the AB 617 Program as a whole.   

OIS IT Support Student Intern 

Duties: The intern will assist Riverside IT staff in the wide range of daily tasks, this includes, but is not limited to responding to Service Desk tickets, analyzing and troubleshooting, documenting solutions, performing printer maintenance, assisting with surveying out old equipment tasks, assisting with Audio Visual Services on-site  

Area of study: We are looking for candidates with backgrounds in CIS, MIS or CS. 

STCD CIB Student Intern  

Duties: The intern will assist CARB staff calculate the benefits of forest restoration and management projects. They will first learn a workflow that State staff use to estimate the climate change benefits of forest restoration projects. Once proficient in the workflow, the intern will use it to estimate the long-term greenhouse gas benefits of state-funded projects.  

Area of study: We are looking for candidates with backgrounds in ecology, forestry, natural resource management, environmental science/studies, or similar.  

Ideal candidate: The ideal candidate will have basic familiarity with tools like R, ArcGIS, Excel, and/or the Forest Vegetation Simulator. While experience with these tools is a plus, the intern will not be expected to write original code and will be trained on all internship tasks. More important than any particular experience is an intern's ability to learn new things, ask questions, solve problems, and stay engaged and interested.
