The ARB is required by legislation (AB 1493, Pavley, 2002) to adopt by 2005 motor vehicle standards that reduce global climate change emissions. The proposed regulation will reduce greenhouse gas emissions from autos by 30 percent from 2002 levels by 2016. It has been found that transportation contributes 60 percent of California's total greenhouse gas emissions.
